Every mod/skill that you unlock through PvE or PvP (buying with earned faction) are available to any new PvP-only characters that you make. In general, you do not have to transfer any PvE items to your PvP characters. Most people delete their PvP characters often to reroll new PvP character especially to take advantage of newly unlocked runes and item mods. When you create a PvP character, you are able to create two PvP-only weapons and focuses (that are customized to your character so you cannot do anything with it to help your other characters). You are able to make any of the weapons/armor to your profession from a list of available options. You can further upgrade most weapons and armors (during character creation) with runes and mod that you have unlocked. If you unlock runes and mods through PvP faction, you need to unlock minimum upgrades prior to maximum upgrades. For example, you need to unlock a Minor Vigor Rune prior to Major Vigor Rune prior to Superior Vigor Rune. One advantage that PvP characters have is that once you unlock something, it is always available for future characters. Think how much a Superior Vigor costs in PvE, but once you unlock it once in PvP, it is available to all your future PvP characters. Another advantage is that unlocking things through PvP only costs time to earn faction while some of the more expensive things in PvE cost a lot of platinum. Advanced characters sometimes brings PvE weapons to PvP characters that are normally not available during PvP character creation, but it isn't required and you need to make sure you don't accidently delete those PvE weapons when you reroll your PvP slot.
